Statement of Interest

Santa Cruz was thrilled to host the Tour of California in 2009 and 2010 and would love to host them in 2012. The excitement was palpable and all parts of our community – cyclists and non-cyclists, residents and businesses – loved the inclusive community spirit, positive message of fitness and wellness, and the altogether happy occasion generated by the Tour. This energy, uplift and positive message of health and wellness is exactly what Santa Cruz wants to reproduce and amplify for the 2012 Amgen Tour of California.
Santa Cruz county has a reputation for being bike friendly, whether it’s mountain biking, recreational road biking or it’s numerous encouragement and education programs such as Take a Kid Mountain Biking Day, the Zero Interest Bike Loan program offered by Ecology Action, and the Bike Smart! and Ride N’ Stride school education programs. As the Tour of CA has grown in popularity so has Santa Cruz County’s interest in hosting such a topnotch event here on the central coast. For 2012, the Local Organizing Committee will be made up of past LOC individuals from Santa Cruz, Aptos, Scotts Valley, Soquel, Salinas, Seaside and Watsonville. Rather than being a city owned event, the cycling community of Santa Cruz County and it’s neighbors will be putting together a non-profit 501c and raising the monies needed through local business and private donations. We will obviously wish to partner with local city Police and Public Works departments as needed but the community based LOC is proposing to pay for such services on race day rather than having a local host city absorb the cost. We have invited past LOC members to be on an Advisory Board to leverage past experiences of the Tour but we are mindful of the city of Santa Cruz’s budget and staff reductions in these lean economic times. The 2012 LOC feels confident that the County of Santa Cruz has the skills and enthusiasm needed to execute a smooth and enjoyable stage finish within Santa Cruz county. The 2012 organizers, who have already jumped into action, are optimistic that Santa Cruz will offer more support than ever to ensure the Tour’s return in 2012. We are putting out a call for contributions from sponsors now, with hopes that we will have a strong verbal commitment by the time Santa Cruz may hear about its opportunity from AEG. It is important to the new LOC that we convey our fiscal concerns and the regrettable condition that we may have to withdraw the proposal if our financial backers have not committed to the majority of funds needed by a date mutually agreed upon.
Profile of the Santa Cruz Bicycle Industry
The local bicycle industry is composed of a growing, economically significant, environmentally friendly, and diverse group of Santa Cruz County businesses. The Santa Cruz bicycle industry generates $130 million in annual revenues and employs approximately 500 workers. There are over 30 bicycle shops, manufacturers, and service providers in Santa Cruz County. The local bicycle industry is an environmentally sensitive industry whose products provide healthy, non-polluting, and sustainable transportation and recreation.
Some of the top bicycle companies in the country and world are located in Santa Cruz. The most prominent are Bell Sports (which includes: Giro, Blackburn, and Easton), Fox Racing Shox, Santa Cruz Bicycles, Ibis and Calfee Design. We are also home to smaller companies such as Rock Lobster, Easy Racer, Hunter Bicycles, and 2Hip. This coastal county also has more than its share of pro and niche bike shops, with 19 retailers serving a population of about 300,000.
Santa Cruz is also host to numerous cycling events, including long-running criteriums, collegiate road races, a time trial series, cyclocross events, and numerous triathlons and century rides. There are over 17 bicycle races, rides, and events in Santa Cruz County annually, which generate over $400,000 in revenues and about $9.4 million in donations!
Cyclists are attracted to Santa Cruz’ coastal vistas, mountain climbs, picturesque farmland, and redwood forests. Specialized Bicycles hosts its annual product demonstration in Santa Cruz for its dealers and reps worldwide. In these multi-day events, the roads of Santa Cruz are used to test ride the next Specialized road bike models.
The local bicycle industry is represented by the Santa Cruz Bicycle Industry Coalition, which advocates for improved bicycle conditions. The Coalition is just one of five non-profits which support and promote cycling in Santa Cruz County.
Race Operation Commitment
Santa Cruz County LOC, with the backing of the Santa Cruz Chamber, the Aptos Chamber, the Santa Cruz Visitors Bureau, cycling clubs, sponsors, and community at large, is fully capable of providing the necessary operational components for a smooth and successful Amgen Tour of California Stage Finish. With the experience garnered from the 2009 and 2010 Tour of California, our operations team is more ready than ever. Many of the same LOC members that AEG worked with in 2009 and 2010 are on board for a 2012 Tour return. DINING OPTIONS
We are happy to present the following meal options for the Tour crew and cyclists. We understand that as the host county, Santa Cruz will be responsible for providing dinner and breakfast for approximately 300 cyclists and crew, a lunch for 100 working media the day of the stage finish and a per diem of $15 for each of the 410 event staff in lieu of an organized dinner. For the working media lunch, the City would likely cater the press working room as it did in 2009 and 2010. To fulfill the per diem requirement, the City would also likely re-create its restaurant voucher program.
Although many of the hotels presented in this proposal have restaurants on the premises, in order to promote cohesive, team-centered dining events, we are proposing to use the banquet facilities at the Mount Hermon Convention Center as the location of the host dinner and breakfast.
Route and Festival Options
Route #1 – Crissy Field to Sea Cliff State Beach, Aptos, CA
Starting in San Francisco at Crissy Field, (http://www.parksconservancy.org/visit/park-sites/crissy-field.html) then heading west to the Great Highway, the western border of Golden Gate Park. Then turn right onto Hwy 35, aka Skyline Boulevard for a ridgetop view of the Satna Cruz mountains. Head back to the coast on Hwy 92 south then route 1 south. Just after Pescadero State beach, turn east onto Pescadero Creek Road which then turns into La Honda Road, continuing up to the ridge to pickup Skyline Boulevard again. Take Skyline south all the way to Summit (cross over Hwy 17 on the overpass) then turn right down Old San Jose Road for a brisk three mile descent. Take Porter street to Park Avenue and then parallel to Hwy 1 south on McGregor Drive ending at beautiful Sea Cliff State Beach.
Route #2 – Crissy Field to UCSC
Starting at the Great Highway at the end of Golden Gate Park, heading south on Highway 1, left onto Tunitas Creek, right onto Skyline Blvd (35), right onto La Honda (84), left onto Cloverdale, left onto Butano, continue on Gazos Creek road, left onto Highway 1 south, left onto Bonny Doon road, continue on Pine Flat, right onto Empire Grade, left onto Glen Coolidge Drive (at Bay), left onto Hagar Drive, finish on Hagar just before east remote parking lot.

Vision
To promote and maximize public and business sector awareness of the Amgen Tour of California throughout the Santa Cruz / Monterey Bay Area, state of California, the United States and internationally through a variety of marketing channels and business venues. Additionally, foreseen is the opportunity to capitalize on the Tour’s long term revenue potential for the County of Santa Cruz and Santa Cruz / Monterey Bay Area community. The vision includes promoting strong excitement among the recreational cycling community and outdoor enthusiasts in general by emphasizing the TOC as the premier professional road cycling race in the U.S., and its international recognition as an important pro cycling stage race circuit for the participating European and domestic racing teams.
Scope
Marketing the Santa Cruz County Stage 3 Finish events will be accomplished through a variety of media and grassroots campaigns. Various marketing and promotional vehicles will be put into action to target a global audience to the attractions in and around the Santa Cruz / Monterey Bay Area. These vehicles will engage a network of local businesses, various business organizations, sporting venues and grassroots campaigns to drive wide spread interest and excitement through partnerships and close collaborative efforts in executing the marketing plan.
While our target audience includes the public at large, both local and afar, particular attention will be paid to the outdoor enthusiast, cyclists of all ages, athletic clubs and the those who recreate throughout Santa Cruz County, adjacent Santa Clara County / Silicon Valley and northern Monterey County areas. The intent is to not only attract locals and visitors to the Stage 3 Finish festivities, but to draw interest and attention to the many tourism offerings in and around the vicinity of the City of Santa Cruz, Live Oak, Capitola, Aptos, Rio del Mar, Seascape and the surrounding Santa Cruz Mountain communities. Since the target date of the event in Santa Cruz is a Monday in May, this might encourage overnight stays in the area and visits to the many restaurants, wineries and retail businesses, and encourage the potential for return visits. Promoting a world-class event such as the TOC to an area already prominent on the international road map by virtue of the proximity to such famous icons as the Santa Cruz Beach Boardwalk, the Steamer Lane surf spot, award winning wineries, nearby Pebble Beach, Mazda Laguna Seca Raceway, Big Sur, Highway 1 and the Bixby Bridge is perfect for the County of Santa Cruz and the entire area.
With the City of Santa Cruz having hosted TOC stage finishes in past years, the LOC will capitalize on leveraging past relationships within all marketing channel sectors. In addition, the plan includes drawing upon a number of new resources from the community for promotional opportunities and participation in event day festivities.

Focus will be made on securing free or deeply discounted media exposure with strong saturation throughout the entire Santa Cruz / Monterey Bay Area and beyond.
By leveraging already established relationships with electronic broadcast organizations – i.e. television and radio stations – to air public service announcements, a broad based audience can be reached that crosses many demographic groups. These broadcasts can begin as early as February 2012. LOC member face time in front of the camera will also be encouraged. Local TV news network exposure to Stage event day activities and at least the last 3 kilometers of the Stage 3 finish route will be emphasized.
By generating smart print media campaigns, additional audiences can be reached and repeat ad campaigns can be scheduled beginning in January 2012, running all the way up to the Stage 3 event day.
Other marketing venues such as internet / social network campaigns, sponsorships and PR campaigns will begin with the approval of e-mail blast content and web site content by AEG. Launch is scheduled for January 2012.
Banner and poster development will begin in December 2011, with AEG approved print ready high resolution artwork. Flyer and brochure distribution will begin February 2012. Poster distribution will begin in early March 2012 and banner installation in April 2012.
Grassroots campaigns at local athletic and other community venues will begin November 2011, with at least 1 major event sighted each month – i.e. February: AT&T Pebble Beach National Pro/Am; April: the Sea Otter Classic; etc.
Affiliate and community outreach campaigns will begin November 2011. Canvassing potential participants will continue up to event day.
